Logcheck broken upon initial install

Bug Description
Upon initial install of this Breezy Badger ubuntu-server, I was being mailed
daily by logcheck stating:

Failed to get lockfile: /var/lock/

This was because the directory /var/lock/logcheck/ was missing. I created it
and owned it to logcheck, and then I started getting these messages:

I purged the logcheck package and friends, reinstalled it and it works fine now.
