logcheck does not properly filter Unity noise on desktop systems

Bug Description

Despite setting up logcheck for a desktop system in Ubuntu 14.04.3, when users login (and use) their desktop system, there are a large number of spurious emails from logcheck.

This is due to unity/ubuntu/logcheck-database not providing ignore rules for a standard desktop system.
