fancontrol init script fails silently

Bug Description

On a fresh install of Lucid Netbook Edition, the fancontrol service refuses to run because no configuration file is installed. Unfortunately, there is no obvious way to discover this problem (which is also the cause of the stupid default faun behavior) because /etc/init.d/fancontrol reports success and hides the error message when fancontrol fails. It really should report the failure, or at the very least log an error to one of the system logs.

Please do not change status on bugs without first reading https://wiki.ubuntu.com/Bugs/Status . When you change the status from triaged, you are telling the developers that this bug does not have enough information for them to work on it.
