Bug Description

I upgraded to version 16.04 ubuntu but while upgrading it could not downloaded some files and after finishing the upgrade it uborted the upgrade and now ı can not upgrade it anymore...
It seems ı am using Ubuntu 16.04. I expect after finishing the upgrade restarting the computer but it did not. It just finish installing the files and aborted the upgrade.
