remove llvm-toolchain-3.6 from zesty

Bug Description

Lets track llvm-toolchain-3.6 removal

reverse-depends -r zesty -b src:llvm-toolchain-3.6

* clamav (for llvm-3.6-dev) -> needs merge
* indicator-location (for clang-format-3.6) -> tracked in bug #1637128
* julia (for llvm-3.6-dev) -> false positive
* lightspark (for llvm-3.6-dev) -> broken, I don't think we want it in the archive (see Debian status)
* oclgrind (for libclang-3.6-dev) -> needs some decruft/removals
* qtcreator (for libclang-3.6-dev) -> needs merge

The request seems fine but 1:3.6.2-4 seems to have been removed from sid. What's going on? Do we still want to sync it? (I presume copy-package can be persuaded to copy a deleted package...). If there are not going to be any more updates I guess there's not a lot of point...

In fact it seems once we merge clamav we can drop llvm-toolchain-3.6 entirely, or at least demote it from main.

there is *no* rename changes between debian and ubuntu

The debian clamav development team has dropped llvm-3.6 dependancy from the latest clamav (soon to be merged) :

  * Drop llvm supported for now. The bytecode will be interpreted by clamav
    instead of llvm's JIT - there is loss in functionality. It will come back
    once we llvm support again (Closes: #839850).

So my suggestion is to drop it once the latest clamav is merged
