"Encode Clip As..." greyed out because of wrong library directory configuration

Bug Description
Ubuntu release: Ubuntu 17.10.
LiVES version: 2.8.6-1 (amd64).
What I expected: encoding enabled by default.
What happened instead: encoding disabled (File -> Encode Clip As... greyed out).
Diagnostic: LiVES was built without using ./configure --libdir=
Temporary solution: edit ~/.lives configuration file to read:
<lib_dir>
/usr/lib/
</lib_dir>
