Bug Description
This probably (almost certainly) needs to get some of the package pool madness refactored into live-build, so it can run at slightly different times in the build and take advantage of the final apt configure/apt update pass, but right now, the preinstalled pool is ignored until one first runs apt-get update on the target system.

It should be noted that i386 suffers the same problem; no network install, after installation, no package lists are available beyond what is installed. This needs to be fixed in the installer, and not in the image build system
Running tasksel on x86 after an offline installation only shows tasks for packages manually installed until apt-get update is run manually.
