FFe: Switch Ubuntu MATE installer to ubuntu-desktop-provision

Ubuntu MATE is still using Ubiquity as its installer. Most flavors however are migrating to ubuntu-desktop-provision or Calamares this cycle. After talking with Martin, it appears Ubuntu MATE would like to switch to ubuntu-desktop-provision.

Assigning to Erich Eickmeyer since he offered to help with this and knows what he's doing after doing it to two flavors.

Ok, meta upload is done, seed refactored, livecd-rootfs changes made.

At the moment we're just waiting for livecd-rootfs to migrate. Until then, even though ubuntu-mate-meta has migrated and the new seed is live and the manifest is good, it's not going to work correctly yet.

Added livecd-rootfs as this bug is currently blocked until livecd-rootfs >= 24.04.49 is released.

Now we're waiting for the early chroot symlink in livecd-rootfs which was forgotten but is in 24.04.54 in -proposed now.

Ubuntu MATE is missing (although the other flavours are present) from the step that "Ensure that most things e.g. includes.chroot are copied as is"

This bug was fixed in the package livecd-rootfs - 24.04.57
