get-ppa-fingerprint does not work on livefs builders - Network is unreachable

Bug Description

When experimenting with some new image builds, I have noticed that currently adding a new extra PPA to the image that's being built (using EXTRA_PPAS) fails the build. The reason seems to be that the get-ppa-fingerprint is failing to do Launchpad.login_anonymously('livecd-rootfs').

OSError: [Errno 101] Network is unreachable

I don't know if its because of some missing network configuration, as I can't say if this worked before. The get-ppa-fingerprint changed a while back to do a direct LP call instead of softwareproperties.ppa, but I feel that it might not work either way.

We have certainly used this in the past successfully, I would look first to the recent change away from softwareproperties to see if reverting that fixes it.
