Bug Description

In a docker container image I saw:

ls -RlaF /var/log
/var/log:
total 272
drwxr-xr-x 3 root root 4096 Apr 24 21:07 ./
drwxr-xr-x 1 root root 4096 Apr 24 21:07 ../
-rw-r--r-- 1 root root 3788 Apr 24 21:07 alternatives.log
drwxr-xr-x 2 root root 4096 Apr 24 21:07 apt/
-rw-r--r-- 1 root root 35330 Apr 24 21:07 bootstrap.log
-rw-rw---- 1 root utmp 0 Apr 24 21:07 btmp
-rw-r--r-- 1 root root 176384 Apr 24 21:07 dpkg.log
-rw-r--r-- 1 root root 3232 Apr 24 21:07 faillog
-rw-rw-r-- 1 root utmp 29492 Apr 24 21:07 lastlog
-rw------- 1 root root 6464 Apr 24 21:07 tallylog
-rw-rw-r-- 1 root utmp 0 Apr 24 21:07 wtmp

/var/log/apt:
total 28
drwxr-xr-x 2 root root 4096 Apr 24 21:07 ./
drwxr-xr-x 3 root root 4096 Apr 24 21:07 ../
-rw-r--r-- 1 root root 5160 Apr 24 21:07 eipp.log.xz
-rw-r--r-- 1 root root 6755 Apr 24 21:07 history.log
-rw-r----- 1 root adm 67 Apr 24 21:07 term.log

Those clearly are not a lot, but never the less do we really need those or could we trim most down to be empty files?
