ppc64el xenial cloud images do not boot in kvm

Bug Description
current cloud images for ppc64el leave you at a grub prompt. I've found this for xenial/20160126.1.
Booting image just produces grub menu like this:
Minimal BASH-like line editing is supported. For the first word, TAB
lists possible command completions. Anywhere else TAB lists possible
device or file completions.
