Bug Description
VHD images are usable across a broad range of cloud platforms. Create general VHD fixed-format images for download from the raw disk image.

As simple as this problem appeared initially. VHD, while having a specification, must have some quirks (or our code has bugs) because we were unable to boot these in several environments. This needs some more work and testing under multiple virtualization solutions.
