Move cloud image building further on to buildds

Bug Description

With the advent of POWER8, powerpc cloud images, z Series support and ScalingStack, it makes a lot more sense for us to build all the architecture-specific bits that we build using the Launchpad buildds, live-build and livecd-rootfs rather than maintaining our own build architecture.

The attached patch extends the ubuntu-cpc configuration and hooks to create QCOW disk images (both MBR and UEFI where appropriate), root tarballs (.tar.gz and .tar.xz), and copied-out kernels.

i am not sure there is any guarantee that you have bash in the build env but all your scripts use it. i'd suggest to make sure to match the ubuntu default shell instead https://wiki.ubuntu.com/DashAsBinSh has some info in case you use actual bash code ...
