building arm livefs proceeds even though flash-kernel is unavailable

Bug Description

due to a dependency issue flash-kernel is currently uninstallable in quantal.
for various reasons flash-kernel can not be made a hard dependency of i.e. linux-image-* packages etc so it is just a recommends.
arm images need flash-kernel to be bootable and produce a successful installation.

livefs builds for arm should fail if flash-kernel is not installable instead of blindly producing unusable images.
