No "/dev/input/event*" gets created for IR

Bug Description

I have Hauppauge HVR-1110 TV tuner. The card itself works fine, but after i upgraded to ubuntu 8.10 i noticed that i had lost lirc. I tried restarting lirc with "/etc/init.d/lirc restart verbose" and got this:
 * Stopping remote control daemon(s): LIRC [fail]
 * Loading LIRC modules [ OK ]
 * Unable to load LIRC kernel modules. Verify your
 * selected kernel modules in /etc/lirc/hardware.conf
Then i used "cat /proc/bus/input/devices" command to see if my ir receiver is even recognized - it was not.

When i try using lircd -n and irw, it crashes and i get this output from lircd -n:
lircd-0.8.3[7843]: lircd(userspace) ready
lircd-0.8.3[7843]: accepted new client on /dev/lircd
lircd-0.8.3[7843]: could not get file information for /dev/lirc
lircd-0.8.3[7843]: default_init(): No such file or directory
lircd-0.8.3[7843]: caught signal

Only errors i get in syslog, dmesg and messages are those same "lircd -n" errors.

If i boot back to 2.6.24-16 kernel, the problem is gone, lirc works okay.

After building the latest v4l package, i have managed to get device to show up with "cat /proc/bus/input/devices". "evtest /dev/input/event6" also sees my remote input.
Although when I do "/etc/init.d/lirc restart verbose" i still get this:

Some lirc kernel modules do not work (lirc_i2c, lirc_dev) either with 2.6.27-8-generic or 2.6.27-7-generic kernel. I did a format, installed fresh 8.10 Ubuntu, same bug hit me again. When i use older 2.6.24-16 kernel, i get no complaints from lirc and remote works fine.

Tried reinstalling linux-image-2.6.27-7-generic and i looked at the output of dpkg when i found this:
 * lirc (0.8.3)...
lirc (0.8.3): Installing module.
.....(bad exit status: 101)
  A newer module version than this already exists in this kernel.
  Skipping install... (you can manually install later with --force)
