This indicates that there is a problem with the installation of /etc/init/portmap.conf, included in the rpcbind package. Does this file exist on your system? Please attach a copy to this bug report.

I can't speak for the original reporter, but this happened to me on a live-cd system (Ubuntu rescue-mix). Upstart did not rescan the /etc/init directory automatically, so I had to manually do a

initctl reload-configuration

and then try the installation again. Just thought I would post this here as maybe someone else tries the same thing.

Yes, I've also noticed that /etc/init doesn't get rescanned when booted from live CDs. I suspect this is a problem with the inotify support on the squashfs.

Looking at the original report, I see that this was on a livefs (CasperVersion is present). So yes, it's the inotify problem. Marking as a duplicate of the master bug for this kernel issue.
