So I am opening new bug, because problem persists on server release and bug was closed as invalid for linux-meta.
Some information about my configuration:
There are 2 HDDs in SW raid1, ext3, deadline scheduler and much higher loads and CPU usage after upgrade to Lucid (as you can see in images from Munin):
