Bug Description
Ondemand cpu scaling policy is supposed to run at minimum speed and increase immediately to maximum speed when there is cpu load. However, CPU Frequency Scaling Monitor 2.30.0 (gnome applet) shows that sometimes speeds in between minimum and maximum are used, even when ondemand is selected.
