Computer does not power off on shutdown/suspend

Laptop does not power off when a shutdown or suspend is initiated.

Booting the kernel with options: no_console_suspend, initcall_debug

And entering:
echo 8 > /proc/sys/kernel/printk
echo mem > /sys/power/state

The output ends with:
ACPI: Preparing to enter sleep state S3
Broke affinit for irq 25 (same for 26, 27 and 28)
CPU 1 is now offline (same for CPUs 1...8)
SMP alternatives: switching to UP mode
Extended CMOS year: 2000

It seems like most if not all components power down or at least go to a low power state but the screen hangs with the above text and does not power off.
I have tried the above with upstream kernels 2.6.33 and 2.6.34 with the same result.
