Im also affected by this bug.
I think this could be a Kernel bug, because I have done some tests in Debian.
The laptop would work fine if started from a older kernel, however, if a relatively new kernel is selected in the grub boot menu, the fan will not work correctly.
Also I have found a workaround to this issue, but its a very bad one: let the computer overheat (!!) until it shutdowns, and then turn it on immediately. The fan will remain set at 100% speed, so it wont overheat again.
This makes me believe that maybe the issue is that the computer temperature / fan speed is fixed at boot, so if the temperature at boot is cool, the fan wont be turned on, and if the temperature at boot is hot, the fan will be set to run at 100% until the system is halted.
