Confirm bug,
maybe here is a little workaround without blacklist uvcvideo. Please try and report here. My U100 Wind works properly with hotplug usb and bison webcam:

sudo gedit /etc/modules

Insert before lp this: uvcvideo

Save and restart

Fn + F6 works even properly
