Bug Description
After the machine is shut down are USB devices still powered, e.g. the optical mouse is still lighted. Other USB ports, even without any hardware connected, keep power too.
This was not the case with earlier Kernels/Ubuntu installs, where the power on all USB ports was switched off.

I notice the same thing on my up-to-date dapper install. My mouse stays powered on when I shut down the computer. My kernel is 2.6.15-21-i386 and my motherboard is an Asus A8N-E (nvidia Nforce4 chipset).
However, this doesn't happen on my other computer, also an up-to-date dapper with kernel 2.6.15-21-i386 on an Asus A7V-333 motherboard (older nvidia chipset).
