Static/cracking/distortion heard when sound is muted

Ubuntu 9.04
Dell Inspiron 1520
What happens: If I mute the volume, and then an event that causes a sound to be played occurs, a static/cracking sound is produced.
What should happen: Muting the volume should cause the speakers to produce no sound.
This appears to affect all applications, and regardless if I use ALSA or PulseAudio.
If there is anymore information I can provide, I would be happy to do so.

Pressing the mute button on my laptop seems to mute the PCM output. This doesn't happen if I mute the master output.
