udev crashes 2.6.28-11 kernel on boot

Bug Description

My server (old Compaq Armada M700 laptop) crashes with the newest kernel 2.6.28-11, while boots fine with the 2.6.27-11 (ubuntu-bug output from that attached). It crashes around before line
[ 20.614960] udev: starting version 141
with various kernel oopses relating to udev and netlink. Since kernel oopses there are no logs saved, but I'll try to take some pictures with digicam.

It would be good to find out if this problem occurs in the latest kernel in -proposed. Shortly there should be a -13 kernel in -proposed and it would be good to wait for and test that one. 28-13 was not in Proposed yet so I tried 28-12 and it crashed & burned same way. One new thing I noticed that around 7.x (i.e. before crashing) kernel complained about not being able to assign IO-APIC resources. This message does not show up when booting succesfully with 27-11.

Just booted with 28-13 from proposed, same symptoms. So all 28-x kernels fail, while 27-x work. From the boor messages the only that sticks out is the 7.5xxx time message about IO-APIC resource allocation failing.

These crashes are very similar to what I experienced installing the 9.04 LiveCD version of Ubuntu (or Xubuntu) on an Intel i440BX based Compaq Armada E500 laptop (please see #399589). I do remember getting the error message about IO-APIC resourse allocation failing on the one or two occasions where the screen didn't simply freeze showing the install progress bar.

From what I can tell, nothing after 8.10 will install on this & quite a few other Armada models - the most recent BIOS being dated 2002 in the case of the E500.
