Apply netlink-as-non-root patch

Bug Description

The netlink socket for uevents is currently root-only, since all users can read /sys, there's no reason they shouldn't be allowed to listen to the uevents. This then allows xorg and other user-space programs to listen to them.;a=blob;f=driver-core.current/driver-core-allow-non-root-users-to-listen-to-uevents.patch;h=ffcbd172f43c5cca6ece0294deb7c88cac8cf641;hb=b4a8f06022ecf4c5c279a61de89a1d3758e08e0e

Future versions of udev will publish updated uevents on a separate multicast group within the uevent netlink socket, replacing HAL.

Applying this patch now would future-proof our kernel for these newer versions of udev.

It's upstream for .30
