kgdbwait has no effect

Bug Description
Perhaps I'm using it wrong, but kgdbwait appears to have no effect. From the documentation I've read, this parameter should cause the boot process to halt waiting for a debugger to be attached. I've tried it in conjunction with both the kgdboc and kgdbcon parameters as shown in the additional attached dmesg output.
I'm attempting to get kdbg setup in order to track down a rather frequent kernel panic on the T61 and T61p series Thinkpads.
