Questing generic kernel will fail to boot on some arm64 machines.

Cherry pick upstream commit c35dd838666d47d ("KVM: arm64: Guard PMSCR_EL1 initialization with SPE presence check").

Compile and boot tested
[ Where problems could occur ]
This commit touches ARM_SPE, so tools utilizing this feature could show undefined behavior.
