Rebooting the system fails during boot process, only a cold boot from power-off works

The system fails to reboot, during the kernel boot process it hangs with the following red error

<system freezes>

About 2 minutes later, kernel panic.

The system will boot normally if powered off fully first.

I have compiled kernel 6.8.8 using the same config and that solves the problem, however the Ubuntu -generic kernel does not work as described.
