Bug Description
It is hard to provide evidence but the story is:
* I start 'tmux' or 'screen'.
* Everything works nicely until later, after I switch tabs/windows within them.
* Then all my inputs behave as if I kept pressing the 'Ctrl' key, so when I type "v" what is actually receive is Ctrl-v.
* If I reboot into kernel 5.15.0-102 with the same "root", that is the same 'tmux' and 'screen' binaries, this does not happen.
* Apparently it does not happen inside an X terminal like 'xterm' or 'sakura', so I guess it is some weird bug in the console tty "discipline" (to use an old UNIX term).

This continues to happen with kernel 6.8.0-28.
But I have noticed that if I switch VTs with Ctrl-Alt-Fn to another VT and back the stuck 'Ctrl' situation gets reset.
