Bug Description

Doing an apt upgrade on Noble today, linux-tools-common is attempting to overwrite /usr/bin/cpupower, which is also provided by linux-laptop-tools-common:

linux-laptop-tools-common should not exist. Please purge it. In fact you should not have any linux-laptop packages installed unless you have an X13s laptop.
