Bug Description

[Impact]
Sometimes the brightness isn't changed on gnome menu.

[Fix]
The TCON is random hung by PSR-SU.
Add a workaround to disable PSR-SU until the real fix.

[Test]
Tested on hardware, the brightness is changed as expected.

[Where problems could occur]
It may break AMD display.

Note: This commit is replaced by commit: cd2e31a9ab93d13c4 ("drm/amd/display: Set minimum requirement for using PSR-SU on Phoenix") in v6.5, but new commit failed to fix the original issue, disable PSR-SU again by this commit.
