Boot freezes when fault USB mass storage controller attached

Bug Description

Devices reports as USB device/ SCSI device. Ubuntu Plymouth hangs softlocks if this occurs but it appears to be a bug against a generic USB driver, so I'm filing against linux.

Unplugging the device causes Plymouth to resume. However since it did cause Ubuntu to freeze even in recovery mode according to bug reporting instructions I am filing against `linux` not `plymouth`.

Ideally if the device doesn't initialize there should be a timeout and some kind of blacklist that stops trying to access it, and continue with boot.
