Bug Description

[Impact]
eDP power on flow enhancement to speed up kernel boot time.
This commit is recommended by Intel.

The commit below is from 6.2-rc1
36d357169891 drm/i915/edp: wait power off delay at driver remove to optimize probe

[Test]

[Where problems could occur]
The assumption of the patch should be always correct, we don't have to wait the panel to be powered off when boots up, the panel power should has been switched off right before boots up. And the panel_power_off_time value will be set to the desired value in wait_panel_power_cycle(). So, should be pretty safe to include this patch.
