[Impact]
* When performance testing using Mellanox driver, an early decrement within an if condition rather than as a result of an if condition is causing null pointer crashes.
[Fix]
* Clean cherry-pick from upstream (https://<email address hidden>/)
* Change landed v5.19 upstream, Kinetic onward not affected
