Laptop wont charge (usb-c) while in suspend

My laptop charges fine if on or off but not during suspend. It charges over USB-C. Verified not charging using a charger with an amp reading.

One thing I forgot to mention is the laptop will continue charging of it is already charging and it goes into suspend (lid gets closed).
