Close this as a user error (??). Got the image date 8/29/22 from http://www.cdimage.ubuntu.com/daily-live/current/ which failed with the above error. Got image data 9/17/22 from https://cdimage.ubuntu.com/daily-preinstalled/current/ which successfully installed.
