The tell-tale sign is the following repeated output in dmesg:

[ 478.477931] ata3.00: configured for PIO0
[ 483.532822] ata3: SATA link up 1.5 Gbps (SStatus 113 SControl 300)
[ 483.542269] ata3.00: configured for PIO0
[ 486.564367] ata3: SATA link up 1.5 Gbps (SStatus 113 SControl 300)
... repeats forever ...

Booting back to 5.4.0-99 allows the drive to work.

The kernel patch solution for #1968155 I don't believe will cover "HL-DT-ST BDDVDRW GGC-H20L".

If you're comfortable building your own kernel to test it you can try to add a new entry for your drive to replicate the solution for #1968155 (https://<email address hidden>/).

If you're not comfortable building a kernel would you be able to do the following for me:
1) Try a 6.0-rc7 mainline kernel from https://kernel.ubuntu.com/~kernel-ppa/mainline/v6.0-rc7/ and ensure the problem still exists
2) If the problem still exists, I can build you a new binary kernel package adding "HL-DT-ST BDDVDRW GGC-H20L" to try.

No, I tested it only for the PIONEER BD-RW BDR-207M, the BD-RW BDR-205
sits in an older machine that is not affected, because it has no support
for low power mode. When I first had the problem, I physically moved
the 205 to my newest machine to verify that the 207 drive was not the
cause (erroneously it turns out, BOTH these drives are the cause because
as far as I can determine ALL pioneer optical drives have this
property,as well as optical drives of (some?) other brands).
I then switched these drives back to the original configuration.
After the problem was solved, I did not repeat the test with the 205
(too lazy).
I am convinced though that this will also work with the 205.
