CONFIG_SND_COMPRESS_OFFLOAD missing in jammy/ppc64el kernel config

Bug Description

CONFIG_SND_COMPRESS_OFFLOAD needs to be configured (as =m ordinarily) for configs that can support it. For the jammy kernel and toolchain, this now includes ppc64el.

Add to Jammy:

debian.master/config/ppc64el/config.common.ppc64el:CONFIG_SND_COMPRESS_OFFLOAD=m
