Problem with bluetooth mouse: not connectable
I have a bluetooth mouse that I use regularly with Ubuntu Mate 20.04.x
I tried the impish version of Ubuntu Mate but, using the same notebook, the computer cannot recognize it, in the bluetooth search, and then connect it.
I tested the functionality of the mouse and it works with other devices as well. The brand of the MEMTEQ mouse.

I downloaded the Impish Mate version of 09-25-2021 and I made a fresh installation. I also proceeded to update (it only updated Firefox because I believe all other updates were included).
Unfortunately the indicated problem has not been solved. With the updated Ubuntu Mate 20.04 LTS it works. I also used another Bluetooth adapter on another PC and the result is the same. Hello.

I'm having a similar problem with a Logitech MX Anywhere 2S mouse

In hirsute, I had no issues whatsoever with the mouse bluetooth connection -- the machine would boot, or wake from suspend, I'd just touch the mouse and it would be connected, with minimal lag.

After upgrading to 21.10, the mouse would not connect. Trying to force the connection in the bluetooth panel (or via bluetoothctl) did not work -- I had to remove the pairing and pair it again.

If I hibernate, reboot or shut the computer down, the mouse won't reconnect -- I have to pair it again.

If I suspend the machine or turn the mouse off (it has a physical on/off toggle), it reconnects without issue.

Removing the `cache/${device_mac}` and `${device_mac}/{info,attributes}` under `/var/lib/bluetooth/${controller_mac}` did not change anything.

I have no issue with reconnecting my bluetooth keyboard and two different headsets -- the system boots/reboots/resumes and I just press a key in the keyboard and it's connected. Any time I power on one of the headsets, it connects without trouble.

I've tested in my fedora 34 box and had no issue reconnecting the mouse after rebooting (fedora has bluez==5.61-1.fc34 and kernel 5.14.11-200.fc34).

From personal experience, coincidentally, it happened to me that Ubuntu Mate started without customizing the screens and only original GNOME was displayed. In that case the bluetooth had no problems, the version I was using is the MATE 20.04.3, with updates.
I'm not using Impish at the moment but maybe this situation could be similar for this version too. Bye!
