Bug Description

latest ubuntu-kernels stop responding to usb storage devices all using xhci_hcd:

- Prolific Technology, Inc. PL2773 SATAII bridge controller

maybe others too. Symptom: devices are shown in thunar, nautilus. They show up in /dev as /dev/sdXN, but clicking them in thunar or nautilus only gives the message "Pending operation".

"mount" will never finish. Trying to access these devices directly using kernel functions, the called function never comes back.

A system shutdown will never finish.

I've tried some more recent kernels on a non-zfs system with same results:
- linux-5.15.0-rc1-x86_64
- linux-5.14.3-x86_64
- linux-5.13.16-x86_64
- linux-5.10.64-x86_64
