Bug Description

SRU justification:

[Impact]
MT7921 is supported on 5.13 kernel, mt76 driver failed to work when reboot.
SRUed for 5.13+ kernel only.

[Fix]
MT7921 needs both driver and firmware, firmware is SRUed.
When reboot, the firmware is already reloaded, driver probe breaks.
Continue to probe if firmware status is OK.

[Test]
Verified on hardware, After reboot system wifi works fine.

[Where problems could occur]
The MT7921 wifi may not work.
