Thanks for the bug report. Next time the problem happens and you have to "hard reboot", please then run:

  journalctl -b-1 > prevboot.txt

and attach the resulting text file here.

Thanks. That does at least confirm the system went to sleep and didn't wake up (or did wake up but not for long enough to write to the log).

Have you been able to resume-from-suspend in previous Ubuntu versions? Regardless, since 20.10 is going to reach end of life next month [1] it might be a good idea to try upgrading to 21.04.

Yes, It used to wake up just fine even few days back. I did not see see any popup coming to install 21.04 that normally comes for upgrade. Also concerned about NVIDIA/Wayland problems.

Update:
The upgrade option never shows up . Software update is set to check for every release. Manual checking through update-manager also does not show new release.

Finally I updated to 21.04 but the problem persists.

Thanks again. Next time the problem happens in 21.04 please don't reboot yet, wait at least 10 seconds before rebooting. Then after rebooting, run:

  journalctl -b-1 > prevboot.txt

and attach the resulting text file here.

Sure. I will do that when it happens again. Since yesterday problem seems disappeared as I update Windows on this dual boot system. It appears restarting system multiple times during various updates also fixed the suspend problem at least for now.

Since the issue has appeared again on Ubuntu 21.04. Please see attached logs from previous boot.

Thanks. That indeed just shows a sleeping system. No evidence of waking up.

This is probably a driver or kernel issue and since Ubuntu 20.10 is about to reach end-of-life I suggest upgrading to Ubuntu 21.04 which has a very different kernel. Or if you want a release with a long lifecycle then install 20.04 instead.

Please let us know if 21.04 or 20.04 has the same bug so as to avoid this bug closing next month.

Can you please enable systemd-pstore:
$ sudo systemctl enable systemd-pstore

Reproduce the problem, reboot and see if there's any file in /var/lib/systemd/pstore?
