When I turn on my computer I can hear the fan working, but after the operating system loads I no longer hear it.

That sounds correct. If the system is working correctly it will cool down and then turn the fan off/down. So you shouldn't hear it, certainly not at 35 degrees.

At what temperature should the fan be turned on? I tested with s-tui in stress mode and reached 52 degrees without noticing that the fan turned on.

Not sure but maybe 60-80 degrees... I personally would only be concerned about the fan being off if the temperature was in that range.

If an operating system doesn't support fan control then the fan will always be on maximum. So it being off suggests it is supported.
