External Transcend USB drive not detected

Bug Description

I have two Transcend USB drive enclosures. When they were purchased (in 2019) they were working fine all the time with different disks inside (HDD, SSD). But at some point, probably after some system update, they stopped working completely and are not even visible in partitioning software or fdisk utility.

I use currently Kubuntu 20.04 on Dell XPS 9570. I tried booting from fresh Kubuntu 20.04 live USB drive, and the external drive **is actually visible there**

Expected behaviour: after plugging into USB port the external drive is automatically mounted and accessible via file manager

Actual behaviour: the external drive is not mounted and not even visible in partitioning software or fdisk utility. The drive is visible and mounted correctly while booting from fresh Kubuntu 20.04 live USB drive
