I cant post the requested terminal outputs because I can't install the kernel, but here is the system information:

where at least 2 of us have the problem. Appears to be for amdgpu/kernel, and maybe ryzen processor is relevant. JCN

https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1879185 has link to a kernel image that seems to fix the issue in at least my case. I am not experienced enough in this arena to be sure if it is a duplicate.

I have the same problem. Restarts seem to work, but powering off will get stuck.

I have the problem while upgrading kubuntu linux-generic-hwe-18.04 to
5.3.0.53.109

System goes to emergency mode after reboot or restart. Booting the previous kernel show no issue. I diffed the journal and found only one difference in the journal logs for the two kernels, in the case of the failure it wrotes:

Please note that Ubuntu-5.3.0-54.48 is not available in -proposed anymore, the current version is 5.3.0-55.49 which does *not* contain the fix mentioned on comment #8. This fix will be released to -proposed soon with version 5.3.0-56.50.

I can confirm it, Im using Linux Mint 19.3 cinnamon with an AMD/GPU radeon vega mobile gtx8, and everytime I install the kernel, the laptop can't seem to shutdown or reboot.

I'm algo having this issue. AMD 3200G with its onboard Vega graphics.
