[amdgpu] System hangs on sleep and won't boot on battery power

Bug Description

Whenever I try to suspend to RAM by either closing the laptop in battery mode or by clicking sleep on the power menu, the screen goes black, but the laptop never fully goes to sleep. The keyboard backlight and power button stay lit, and the computer won't wake up. The only way to restore it is to hold down the power button to force a full shutdown. I've had this issue on Kubuntu 19.10 as well as 20.04.

On boot, I get an error message about AMD Vi: unable to read/write IOMMU perf counter. I am unsure if that is related to my issue.

I have the same hardware and the same issue with kernel from 5.4 (original) to 5.8

To add precision on my previous comment, I have only the issue where the system hangs when I try to put the laptop in deep sleep.
