Bug Description

I have a Dell Optiplex 790, with graphics done on the processor chip (I think this is called Intel Graphics). Sometimes parts of my screen display are garbled; it is usually a problem with display of icons. I think the problem is in the linux kernel handling of graphics acceleration. I will attach some screenshots showing the problem. My system runs Ubuntu 19.10 and is up-to-date with patches.

I noticed the problem occurring after using the Eclipse IDE. I have the 2019-12 version of the C/C++ IDE installed; 'help about' says

Hi Chris, thanks for reporting this. Did you start to notice this problem after a kernel update or just when you started using the Eclipse IDE? I'm wondering if this was a regression introduced by a specific kernel update...

From memory, I noticed the problem when I started using the Eclipse IDE.
Is this likely to be a kernel problem or an 'xorg' problem ?
