Attempts to suspend lead to crashes and reboot attempts hang since updating to 5.3.0-40-generic (suspect interactions with Thunderbolt dock)

Bug Description

I am running Ubuntu 19.10 on a Lenovo Thinkpad X1 Extreme. Since the latest kernel update, plugging into my CalDigit Thunderbolt Station 3 Plus seems to often lead to bad events when later trying to suspend or shut down.

In the dmesg log, I boot the machine without the Thunderbolt dock attached, plug it in around 115, unplug it, try to suspend, but then Ubuntu crashes around 350 to 400. At this point the screen goes to black and dumps some of the "rfkill" messages seen around 360-390 to the screen . I can get to the login window by mashing Ctrl-Alt-F1 and/or Ctrl-Alt-F2 and log in again but my previous session is completely gone.

Other times, I will try to reboot or shut down but the computer will hang on the ubuntu shutdown splash screen indefinitely until I do a hard shutdown by holding down the laptop's power button.

As far as I can tell, these issues only seem to arise after unplugging the Thunderbolt dock.
