link speed autodetection fails on ubuntu-19.10 and Intel board

Bug Description

On my setup :

Intel Corporation 82575EB Gigabit Network Connection which uses igb driver module,
the automatic detection of link speed fails
root@ubuntu1910:~# ethtool mgmt0
Settings for mgmt0:
 Supported ports: [ TP ]
 Supported link modes: 10baseT/Half 10baseT/Full
                         100baseT/Half 100baseT/Full
                         1000baseT/Full
 Supported pause frame use: Symmetric
 Supports auto-negotiation: Yes
 Supported FEC modes: Not reported
 Advertised link modes: 10baseT/Half 10baseT/Full
                         100baseT/Half 100baseT/Full
                         1000baseT/Full
 Advertised pause frame use: No
 Advertised auto-negotiation: Yes
 Advertised FEC modes: Not reported
 Speed: 10Mb/s

The link speed can be manually fixed but ipmi-sol must be closed before.
ethtool -s mgmt0 speed 1000 duplex full autoneg off

And then

I think it is directly linked to 5.3 kernel and used to work on 5.0 kernel
