Bug Description

Hello,

I use in multiboot Ubuntu and Archlinux, I had the opportunity to use many kernels and I notice a random display problem (see screenshot) that happens from time to time on my Dell XPS but only from kernel 5.2 (and following).

Under Ubuntu 19.04 with the 5.0 kernel I don't have this problem, under Archlinux with the old kernels (4.19LTS, 5.0, 5.1) I didn't have this problem either.

But since 5.2 whether it is under Ubuntu or Archlinux, I have noticed this problem which is difficult to describe, it is a kind of band that appears at the top of the screen with a different size (sometimes very wide).

The problem occurs randomly, sometimes it can go 30 minutes without seeing it appear and sometimes it can appear full of times for a few minutes.

The problem is not specific to Ubuntu but to the kernel since 5.2 and following.
Under the 19.10 of Ubuntu in development with the 5.3 kernel, the problem is still present.

Could you please forward this bug to the team that deals with the linux kernel.
(the 2 screenshots were taken under Ubuntu 19.10 with the 5.3 kernel but under Archlinux it's the same thing.

Configuration :
Dell XPS 13 model 2019 (9380)
Graphics chipset: Intel® UHD 620 (Whiskey Lake 3x8 GT2)

Noted that this problem can occur regardless of the activity on the desktop (browser, video player...), sometimes the screen skips completely for a tenth of a second.

Please correct the problem quickly

Precision: the problem cannot come from the laptop screen, indeed I have absolutely no problem with linux kernels below 5.2.
Currently under Archlinux I am with the LTS (4.19) and no problem but as soon as I switch to the last one, I have problems again.

Same with Ubuntu, no problem with the 5.0 of the 19.04, when developing the 19.10, I noticed the problem as soon as the 5.2 kernel appeared and the problem was not fixed for the 5.3.

I did some additional tests:

- First by testing with the future kernel under development (5.4 RC0) and I found the same problem (no improvement)

- I searched the web and found similar problems with other people like for example here:
https://bugzilla.redhat.com/show_bug.cgi?id=1723167
https://ubuntuforums.org/showthread.php?t=2339302

Following their recommendation, I therefore disabled the Intel PSR function in the grub configuration ("i915.enable_psr=0" in /etc/default/grub) so that the kernel does not activate it at boot time and indeed with this feature disabled, I no longer have the display corruption problem.

The problem is that this feature is used to last longer on battery, so it's something useful on a laptop (especially since it worked well with older kernels <5.2).

Could you please fix the display corruption problem without disabling this power saving feature for cpu intel.

In the meantime, I leave this feature disabled because display corruption is too annoying.

I have the same XPS 13 model and I can confirm this, happened to me when I updated Ubuntu to 19.04 to 19.10 (went from 5.0 to 5.2 i think) and I started to have worst visual glitches. My screen freezes (not my system because if i have a secondary display works fine) with heavy and a distorted image. I switched to Manjaro to try if the issues continued and they did, same as i had with Ubuntu. I can attach screenshots lates if someone is interested. Im willing to help with anything you guys want.
